If he likes crafts then get him a build kite kit or build airplane.

Puzzle or some other educational game to improve his mental skills as well as his motor ones is a brilliant gift idea.

My brother's birthday is in 3 days and he is turning 4 years old. I am not allowed to go shopping by myself because im to young and I want to get or do something special for him. Have any ideas?

If your brother likes to color you can print some coloring pages of his favorite characters and ask your parents to help you buy new crayons for him, it might be great gift for him.

If your parents can take you to a craft store you can buy him a DIY kite kit, car or airplane. Depends what he likes.
