Go to a dollar store and buy as many items as your budget allows, thing such as nail polish, compact mirror, colorful gel pens, nice stationary etc. what ever your think she might like, put it all in a nice bag or basket. It will look very impressive and she will think you want through a lot of trouble finding her what she likes.

Another idea is to make her a chocolate bouquet with chocolate snacks and chocolate kisses it's a yummy gift to make her birthday sweet and happy.
